Assessment and Examinations in Romania
The project comprises training and consultancy to set up the institutional and logistical infrastructure for national assessment and examinations designed to meet the basic purposes of certification, selection and public information on the quality of education.
A main focus of the project is to assist the new Romanian National Service for Examinations and Evaluation (SNEE) with the introduction of a new examination in mathematics, mother tongue and history/geography at the 14+-age level.
Cito's technical assistance covers all the important aspects needed to establish a modern sustainable examination system: test construction, examination production, administering and logistics of exams, organising pre-tests and the analysis and reporting of results of the pre-test and of the actual exam. The assistance also comprises the modernisation of national assessment in Romania and assistance in the field of public relations. The new service SNEE has to develop a corporate image and professional PR in order to satisfy the stakeholders - students, parents, teachers, and the Ministry of Education.
The technical assistance team consists of key consultants in the field of training, administration and logistics, psychometrics, national assessment, PR and of subject consultants.
In general, the partnership between Cito and SNEE has built the capacity of the latter for organising examinations and national assessment according to professional standards and maintaining professional public relations. Apart from delivering technical assistance for preparing new nation-wide exams, Cito has assisted SNEE in preparing reference guides, including exam models, piloted specimen tests, marking schemes and procedures for administration and analysis that could serve as standards for a future system.
